Josie suddenly turned into a statue, she paused confusingly, didn't Penelope want this? Why was she flirting with her if not, then?

Penelope bit her bottom lip as she blinked slowly.
"I'm sorry Jojo" she whispered, somehow clearly despite the sound of the cold rain splashing on the solid ground and noise of stranger's shoes splashing against the water.

Josie held her ex's head with her hands and turned it towards her, Penelope looked directly at the twin's honey brown puppy eyes longingly.

To Josette's surprise, Penelope dived forward, leaning her forehead on the twin's. Josie sighed, her cold lips begging for closure.

"You're confusing me" the twin scoffed, weakly.

Penelope licked her lips, her vision began to blur as water builded up in her eyes.
She blinked rapidly attempting to hold her tears back.

"I miss you so much, I miss us." she began saying. "But I can't" she whispered, a few seconds later.

Josie pulled away from Penelope, now annoyed. Why bother flirting and doing all of this, just to say that they can't have each other? Everything Lizzie had told her in the past resurfaced, Penelope is her evil ex, she didn't deserve Josie. She left her when the twin needed her most. If Penelope was there for her during her dark times, maybe some things could've been different, instead she left her. Josie deserved better than her.

Just then, as the twin left from Penelope's grasp, a bright yellow taxi came in rescue. Josie swallowed the spit in her mouth and stood up, abandoning her ex, who was still looking at her longingly as tears began to escape her eyes and wet her numb, cold cheeks.

"Josie-"

The twin could hardly handle this any longer, she turned to her ex forcefully.

"What?! Do you want to lead me on again just to tell me you can't do this? You've pulled this card 2 times already, I'm not falling for a third."

Penelope sighed.
"You deserve better than me. I heard what happened last month, and I couldn't stop thinking about you. I was so worried, but I knew I couldn't do anything. Or maybe I didn't want to do anything." she explained

The twin scoffed, "So you didn't want to do anything?" She could hardly believe what she was hearing at this point.

Penelope's eyes clouded shamefully, as she looked at her feet as if remembering something awful.

"Good to know" Josie said, as tears began to prickle in her eyes. She turned away from Penelope once again as she stormed off to the taxi.
