Izuku Midoriya grew up without his mother a neglectful father, and with four overprotective older brothers. They were very protective of Izuku because he did not manifest a quirk till he was 12, and Izukus quirk was really unstable. Because of that he would often be bullied whenever his brothers weren't around to protect him. His father Hisaahi Midoriya is the best hero in America and loved by the public because of that he doesn't have time to spend with his 5 kids. Izuku developed a sort of depression from the lack of parental love and bullying. Still he looked up to his dad so when he offered for to send Izuku to the same school has his brothers (aka the number 1 hero school in America) he accepts.
Meanwhile back in Japan everything was going normally for class 1-A till they were attacked by the LOV. UA is taking a lot heat from the media about how they can't protect their students. Nezu came up with a plan to send his class 1-A to join the private school ROS or rise of heroes.
Sorry it's short it's just a little background info so you know what going on. Also Bakago and Izuku have never met because Izuku grew up in America.
