Luca's body is able to conduct electricity well due to an accident with one of his inventions, which gives him the ability to shock hunters and stun them in matches, this is all canon.
This is where my own ideas come into play. He was obviously exposed to high amounts of electrical energy during the accident, so I could definitely see him having those lichtenberg figure scars across his chest and down his arms.
Lichtenberg figures appear on the surface of insulating materials and people get these types of scars whenever they're struck by lightning usually.
Because he's dealing with the cipher machines so often and his own invention that connects machines, I bet he'll also add more to that myriad of scars, these are probably lighter and not as prominent as the ones on his chest.
