Jotaro always had a hard time expressing his emotions, which made him depend more on his actions than anything else. Even then though, he had a hard time showing his emotions to you despite being childhood friends. He did simple actions instead - like opening doors for you or giving creeps hard glares to stop their lingering disgusting stares, though he knew you could beat them up in an instant.
He did have to admit though, your muscle were prominent in that feminine outfit of yours, making you look even more attractive to him, so he'd probably stare as well. But he's been feeling something for a while now, and knowing what it was he decided to show it to you, in the form of 'fuck it' kiss.
When he thought 'fuck it' though, he didn't actually mean for you to fuck him, but he wasn't complaining.
