Some people still believe Deltarune has no connection to Undertale because of Toby's answer to that question. But the thing is, the answers he gives are not actually very direct and clear.For example: He says that Undertale will stay however you left it, if you got a happy ending, everyone is happy,If you killed everyone, then you killed everyone... Well, yeah, you could say that about any game with multiple endings.Take Mass Effect 3 for example, the game has to take place after one of the second games endings.So does that mean the other endings in mass effect 2 never actually happened?Yes.And so does that mean the game didn't end how you left it?No.The game still ends how you left it, afterall, if you don't go back and get a different ending, then that's how it will stay.Mass effect 3 is only showing you the outcome of one of the endings, not all of them.Toby even says Deltarune is a game for those who completed Undertale.Not beat Undertale, Complete it.And to complete Undertale, you will have to get all endings.
And most people who completed the game, did it in this order: Neutral -> Pacifist -> Genocide.

It's very interesting. After all, in genocide is one of the only times we hear about alternate universes in Undertale so there might be a solid connection here.
Adding on, in Undertale's files, Gaster's theme is named "him", and there's another song that plays in Deltarune named "Another him". The two songs are also very similar.

Well, there are two ways to interpret this.
1. Another him means another version of Gaster.
2. As stated before, Gaster's theme is called "him" in the files and the song in Deltarune is Another Him, it could literally translate to "Another Gaster's Theme", so same Gaster, different theme.
