Yes, I drew her humane. Back then I though that this is kind of the radiation effect of Chernobyl on her. While all other countries look like typical countryhumans, Ukraine had gained the typical humane form, but still with the flag on her body. And she still has countryhuman abilities (transformation into human, teleportation, her own power, etc). Gladly when she transforms into human, her form remained humane.
Now I abandoned that idea but all those scars remain. Just you wait until the Ukrainian/Russian backstory, if I ever get to write about it considering a few recent events :')
