Since the first mission, the other members of the Arcobaleno were determined to figure out the Cloud. What he did was not something a civilian could handle.

Luce knew more about the Cloud due to her foresight. She knew that Skull was weary of her, but he had a good reason.
She also knew of Skull being a trans of sorts. She had seen Skull without his makeup on and he looked more feminine than people expected. He definitely could pass as a woman if he had a dress and a wig on.
One time she asked Skull to wear a cute sundress she got to find that Skull liked it and she would secretly go on 'Girls Days' with Skull who would be in disguise. It was not hard for Luce to know Skull was also 'Lilianthe'.
Skull also showed he was possibly the most dangerous of the group because he was an actor, and actors knew how to not look suspicious. Viper should have known that since he was a master illusionist.
But Skull may have been better because he could misdirect people without trying.
His acting skills could sway people to think the way he wanted them to.
This was shown when Skull and Viper went to a casino one time mainly so the illusionist could hack into the casino head's files.
Skull acted as a great distraction as he kept winning jackpots to everyone's shock. At the end of the evening, Skull had cleaned out the casino taking 728,300,000,000,000, making the owner broke.
Viper never heard of anyone with that much luck.
Though he appreciated Skull giving him 300,000,000,000 of the winnings since it would take Skull a while to figure out how to spend the rest.
