Well, you made it! You figured out you want to cosplay, and that's great to hear! First, you'll need to exactly decide what you want to cosplay ultimately. I recommend doing something I bit simplier, not too extravagant yet due to the fact you are just starting out. Though, I will preface it depends on how you are going about getting the cosplay. If you are buying it, you can be a little less strict on the cosplay restriction to extravagant . Simply, order the wig, (don't look up the character wig it costs more, only do it if it's a super specific hair color or shape that you don't think you can recreate by yourself or with help of videos,) then order the cosplay offline. But, that isn't the only way you can cosplay or obtain a cosplay. You can thrift the pieces obviously and buy the wig, you can actually make the cosplay if you have sewing knowledge (or use online tutorials), or you can commission it. I recommend personally for your first cosplay to buy, thrift, or commission it. Sewing takes a lot of skill and talent and even if you know how to sew, making a full blown cosplay is very tasking of someone. Of course you can try still, but that's my personal opinon.
If you thrift, or order piece by piece offline, compile a list of what all makes up the characters outfit. I'll use a DDLC Girl's outfit as an example.

Wig
hair piece
And that's what you'll need to cosplay a DDLC girl, now just apply that to your own cosplay and you're all set.
Decide if you're going to use makeup or not, and remember makeup is not required. It can help to look like an anime or game character, but is not a necessity. You likely won't look the best the first time you cosplay, and that's okay because you'll grow into being better. Being canon, looking the best, etc. Does not matter when you start out, having fun and learning is what you should focus on as a beginner. Try not to get bummed your first few cosplays, it will be alright. You got this! Anyone can cosplay, and you're one of the people who can!
