If you were human, you were stuck in your house but hero's were locked away in the palace.Mutants, were taken into custody as well but they weren't locked or chained up. They were fed properly and trained as well so the King could see their full potential and decide which ones were to stay and which of the others were to go.
The village and the bank and other priority stores like those were the only times people could go out of their houses, to get food or clothes or money or such.

Loki actually wasn't that bad as a ruler. The God of Lies actually was more truthful than anybody expected as he did everything he said he would and even made some parts better for people.
Nobody needed jobs anymore so all the money that was taking up those useless jobs were dispersed into everyone's bank accounts so they could get food and such for their families.
There was also a tracker for each family for the grocery stores so people didn't buy too many things and leave nothing for other families which was smart because it kept their supply of food really well maintained.
The only problem was the God wasn't just lonely, he was in need of someone to help rule alongside him and to also pass down an heir to when he eventually dies as well.

"Your Highness." The Captain glared at him as he spoke through gritted teeth all because he was called down to him."Charmed." Loki side-eyed him then continued looking around the room, his palace if you will.
"You called." Steve cocked a brow as he was going to kill him one of these days but if they actually let them out of their cells, then they can possibly try to find an escape or something.
"I called to ask about your devotion and loyalty." Loki hummed.
"To what?" Steve sighed as he gave him a look.
To me, of course." Loki scoffed.
"Nothing. There is no loyalty, unless ya count demise, that's what I'm loyal to go for you." Steve scoffed.
"Very well." Loki hummed then waved a hand at him just for the Captain to be sent back to his cell to be locked away again. "Next." He called off and waited for each of the Avengers to be brought out for him.

"Where does your loyalty lie, Stark?" Loki cocked a brow as he gave him a look."To you, your Highness." Tony spoke up.
"Oh?" Loki gave him a look as he didn't suppress the shock on his face. "Is that so?" He pondered.
"Yes." Tony nodded along obediently.
"Interesting." Loki tapped his chin in thought then got up just to walk over to the billionaire and eye him carefully. "You aren't lying but you don't seem so truthful either." He pondered.
"I am a hero, Earth's Mightiest Hero's, while you are a villain. If I seem uneasy, it is because we're supposed to be the miracle the people ask for when they pray that people like you don't take over as we're supposed to stop you but we couldn't. I couldn't." Tony muttered as he looked at the ground in thought but also shame.
"You are the only one who is loyal to me, not even my own adoptive brother is as faithful to me as I originally sought him to be." Loki pondered. "Due to your loyalty, I shall grant you a pardon for the people of your choosing." He declared.
