Midoriya was in U.A now. Some students, including him, had recently gotten in trouble for going out and saving Bakugou. He sat in front of Shinsou, feeling his glare on his back. He heaved a sigh of relief when Midnight walked in. Then the feeling of relief faded into anxiousness when he saw a couple of other teachers walk in, including Aizawa, Yamada, Nedzu, and All Might

Midnight stood at the podium with the rest of the teachers standing behind her. She smiled at the class, "Today, we're going to be talking about The Quirkless Law Act, a few other teachers will be helping as I'm sure that there are plenty of questions you all will have. Before we begin, does anyone know what this is?"

Yaoyorozu raised her hand and Midnight gestured to her, "Well, The Quirkless Law Act was implemented in the year 2491. It's something that the HPSC implemented to help the Quirkless."

Midnight nodded, "Yes, Mina?"

"The Hero Public Safety Commission is trying to help the Quirkless manifest a quirk," Mina added on.

"But what's wrong with being quirkless?" Midoriya mumbled before he could stop himself. He curled in on himself as he felt all eyes turn to him.

"What was that, little listener?"

"N-no, it's nothing." He heard Shinsou scoff and mutter, "Of course wonder boy's too afraid to speak up."

"Alright then. Moving on, what Yaoyorozu and Mina said is correct. The HPSC was kind enough-" Midnight was cut off.

"Kind?" Midoriya scoffed under his breath.

Aizawa let out a huff of annoyance, "Problem child, if you have something to say, spit it out. Or be quiet."

"R-right. Sorry."

"It's alright, Midoriya." Midnight smiled kindly at him before continuing, "As I was saying, the HPSC was kind enough to implement this to try to help the Quirkless to manifest a quirk! Of course, this is optional."

Kaminari raised his hand but spoke before being called, "How do they help?"

"Oh yeah! What methods do they use?" Sero asked.

'Torture.' Midoriya thought bitterly.

 "The HSPC prefer to keep their methods classified. Which is understandable of course! If it were revealed to the public, people may try it at home which may result in accidents and serious injuries." All Might stated.

The class, except Midoriya and Uraraka, nodded in understanding. Midoriya just rolled his eyes, 'Yeah, serious injuries.'

"I heard from some online forums that the Quirkless go through terrible things, is that true?" Uraraka asked, concerned.

Iida moved his hands in a chopping motion, "Now, Uraraka, I'm sure the HPSC don't do that, after all-"

"But they do."

The class went silent as Midoriya spoke.

"What was that, young Midoriya?"

"They do."

Silence

Todoroki tilted his head, "All Might said that the methods are classified, how would you know?"

Midoriya smiled, but it seemed wrong. It was a smile that was full of hatred, sadness, and anger.

"Why wouldn't I know, Todoroki?"

Bakugou's eyes widened in realization, "Deku, they didn't-" Most of the teachers had caught on as well, but they were confused, Midoriya had a quirk. All Might was staring at his protege in horror.

Midoriya let out a fragile laugh, "They did, Kacchan, they did."

Shinsou rolled his eyes, "Stop acting as you went through it, we all know you have a quirk."

Midoriya let his shoulders droop (when did he tense up?), looking at All Might for permission. All Might nodded, 'It's time for them to know.'

"I was quirkless."

And oh. Didn't that make sense? The flinching, the stuttering, how he was so loud yet so quiet, the way he seemed to melt into any affection as if he had never got any, and the fear that they had all mistook for shyness.

"Wait..does that mean that you got a quirk from the Quirkless Act? Good for you, Midoriya!"

Jirou scoffed, "Did you miss the part where he said that they tortured him, Kaminari?" 

Kaminari winced, "Oh right...sorry Midoriya."

"It's fine, and no, I didn't get my quirk from the Quirkless Act, the Quirkless Act was just a coverup for human experimentation."

Gasps rang out across the room, all the teachers were aghast at the implementations of that.

"What...?" Kirishima asked.

Midoriya looked down at the table and drew a shuddering breath, "I...I was forced to undergo all types of...experiments, it felt more like torture to me. I was burnt, drowned, taken apart and put back together, electrocuted, beaten, injected with god knows what, poisoned. Over and over again. But honestly? Those weren't the worst parts. The worst ones were the psychological ones. The ones where I wasn't allowed to sleep for more than 72 hours. The ones where I had to watch people I love die right in front of me, again and again, until eventually? I grew numb to it."

All the teachers, even Nedzu had some sort of emotion on their face, ranging from anger to sadness to disgust.

He finally looked up at his teachers, silent tears running down his cheeks, "So...please...please I beg of you...don't let anyone else go through what I did..please."
