The quirk One-for-all goes through many users,eventually reaching a quirkless boy who hated All for One for not giving the quirkless people quirks,he eventually donned the name..All Might. All for One gave every One for All user the chance to escape before being forced to kill them,hoping to get them before they can pass on this ever more dangerous quirk. He gets in a fight with All Might but gets badly injured but because All Might didn't have access to real healthcare,assumed he was dead and could protect the public in peace. He was a smarter hero,using strategy and paying people to watch places to make sure he doesn't miss details*
