Type of story: Smutt with a plot

Basic summary: Ever since joining the Endeavor Agency, Todoroki has been around Hawks a lot more. Hawks has always been super friendly towards Shoto, maybe a bit too friendly at times. Todoroki has also realized how little Hawks cares about personal space. At least his personal space. Todoroki definitely sees that Hawks is a touchy-feely person. One day, the touching goes farther than it ever has gone before.

Todoroki Shoto has been working at his father's agency for a few years now. During his time there--and before that even--the newbie Hero has noticed something odd. Ever since becoming the #1 Pro Hero, Endeavor had gained an acquaintance; Tamaki Keigo, AKA #2 Pro Hero Hawks. Their acquaintance soon turned into a mutual friendship, which is about the time Hawks began hanging around the agency.

Todoroki often saw Hawks doing something. Most of the time it was out of the ordinary.
One thing he'd do was send one of his feathers up into the vending machine to knock down bags of chips and then hand them out to everyone. Another thing he would do is pull pranks; such as jumping out and scaring someone when they walked past wherever he was hiding.

And despite being the son of the #1 Pro Hero and the owner of the agency, Todoroki was not an exception to these pranks. In fact out of everyone in the agency, Hawks would prank him the most. Many heroes in the agency believed one of three things;

#1: Hawks does this the most to Shoto because he is training him to expect the unexpected and always be prepared for anything.
Or...
#2: Hawks does this to Shoto the most because he is the son of Endeavor.
Or...
#3: Hawks does this to Shoto the most because he has some of the best reactions.

Moreover, out of everyone in the agency Hawks seemed to favor Shoto the most. And as time went on, it seemed like the blonde grew to like the newbie Hero even more than Endeavor himself. Hawks always had Shoto be the first to pick out of all the snacks he raided the vending machine for and the same went for the drinks as well.

The winged Pro Hero would also always greet the peppermint haired man whenever he saw him, and it really didn't matter where they were. At front doors, in the hallways, break rooms, meeting halls, restrooms, just about everywhere. They would even occasionally find each other in places outside of work, such as the cafe where Todoroki was buying a pastry for Fuyumi's birthday and Hawks wandered in for coffee. 

Shoto always saw Hawks as a really nice guy. He was different from the other heroes--some reasons worse than others--but Shoto didn't mind it. Hawks was always one of Shoto's favorite Heroes, so being friends with him in real life was like a dream come true to the peppermint haired boy's inner child.

Another realization that came to Shoto the more he saw Hawks was that the guy was a really touchy-feely person. He showed his appreciation through touch and kind words rather than just simple single words or nods. He would high five people all the time, as well as pat shoulders, ruffle hair, things like that to show people that 'Hey, you're doing great!'.

Though at first he didn't care much for all the touchy-feely-ness--he had barely any physical human contact through out his life--the more and more Todoroki hung around Hawks, the more he anticipated this type of attention from him. It was embarrassing how he began to crave the older man's affirmation, his encouraging fondles, his praises.

Today was Todoroki Shoto's birthday, and he was running a few minutes late to the agency. There was a meeting today that had been stressed to him was extremely important.
But due to getting caught up in a villain fight, Todoroki was now exactly--you ready for this?--five minutes late.
