Note: Most of my stories I will be using my Oc Mineta, I mean I know you hate perverted Mineta but who said I can't rewrite the character.

Izuku Midoriya, a 13 year old who was born quirkless yet combat experienced, suffered a lot during his childhood. He was abused and called useless by his family for being quirkless, except for his father who died. Bullied by his old childhood friend and his other so called-friends because they see the quirkless as weak. He used to have Ochaco Uraraka as his girlfriend and yet she cheated on him because he was quirkless. No hero tried to help him or listen to him because he was quirkless and the heroes just focused on fame and money. He was also called a freak and monster due to his abnormal body composition and abilities even if he doesn't have a quirk. But after having enough of his life because his mother disowned him for something he never did, he ran away. Cheated on by his girlfriend, had no friends or anyone to love him and disowned by his mother, he was at the lowest point in his life.
Eri, a 13 year old being held hostage by Overhaul to be used as an experiment for his own plans. At the age of 4 she was considered cursed by her mother due to her quirk called Rewind that killed her father and so she abandoned her. She was given over to her grandfather who let Kai Chisaki aka Overhaul take care of her. Overhaul experimented on her for many years even up to her teenage years just to create Quirk-Destroying Bullets and turn her to a living weapon for his master plan. Disowned by her mother, no friends or anyone who loves her whatsoever, considered a curse and used as a lab rat, she had reached the lowest point in her life as well.
Both of these souls experienced nothing but pain in their life for the past years of their lives. What would happen if these two souls meet? What would happen if something developed between the two of them? What would happen if these two became vigilantes to save the innocent and get revenge on those who tormented and ridiculed them? Everyone will soon fear the vigilantes Garou and Chrona.
