For those of you that don't know, Hapstablook is the monster the is in Mettaton.
Hapstablook is a ghost, and Alphys built the body Mettaton for Hapstablook.

A knock echoed through the room.
"One second please!" sang a robotic voice.
The door swung open to reveal Alphys, holding her toolkit and fidgeting nervously.
"Oh, hello Alphys darling! Come on in." the door opened fully to allow the royal scientist to enter, so she walked in and set her toolkit down.
"H-hi Mettaton. I-I was wondering if you w-would want some new... u-upgrades...?" Alphys nervously stuttered.
Mettaton stared at her in his mirror, where he was busy doing his makeup.
"Oh Alphys darling, that sounds wonderful! What kind of advancements are we talking about here?"
Alphys nervously twirled her fingers.
"W-well you know you um... eye?"
Mettaton looked down, hand subconsciously reaching up to brush the missing metal in his face where a light shone dimly, replacing the missing eye. It was always hidden under his shiny black hair, concealed from the vision of his fans.
The eye had always been a problem for Mettaton; the reason for it being that Alphys couldn't build over it since there had been an... incident with Mettaton's soul carrier, a ghost named Hapstablook.
Because the monster inhabiting the robot body had lost their eye, Alphys had found it impossible to build Mettaton's left eye. Alphys still didn't know the reason for this, she had a few theories, sure- a magic connection between the ghost and their body, the imprint of Hapstablook of Mettaton- but she couldn't find a way to fix it.
Mettaton looked up hopefully.
"Darling, are you saying that you can fix it?"
Alphys hesitated, and Mettaton looked down again, hopes falling.
"W-well, not exactly..."
