Here on Chaldea, they train the new master candidate to their hardest and recruit the one who passes
A lot of people fail or stop halfway due to how hard the training is or that they did not meet the specification or maybe died on the process of training
But people do still keep trying to apply to be a Master cause of how well the payment is, they can meet a historical figure, and some just want a Harem of beautiful servants
Although maybe the people who just want a harem sound like a bastard here but they need to be able to pass all the tests and training, and they cannot cheat nor bribe the testing officer or teacher the who do that will be fired and also the candidate who does that will be disqualified and kick out from Chaldea and went to the Black list
So no matter how much of a jerk like reason, if they pass then they are pretty good well as a mage
