He is the leader of the Empire State after putting an end to the perpetual war with the Krux rebellion by assassinating Fuhrer Adler Grimm, the previous leader of the empire.

After Grimm was assasinated, Mahogany crushed Krux like it was nothing for his personal amusement. Granted, it didn't last very long. However, Brian still wanted a small moment of victory.
The cannon behind Mahogany is an Omega Capital Destroyer. It was first deployed during the Great Unification War, destroying dozens of capitals along the way. Only the most elite Empire State Generals are able to wield such awe-inspiring supergun.
