Alex's birthday is the 3rd March.
Because he and Jade were living in the same place, Professor Dumbledore decided that Hagrid would take them to Diagon Alley together.
They went to Diagon Alley on the day after Jade's birthday, so Alex would have been 10 and 8 months (approximately). He hadn't actually gotten his letter.
Alex was the only wizard (attending Hogwarts) to visit Diagon Alley to get school supplies without already having his letter.
