Peggy walks through the rubble of a building. She finds Steve sitting alone in the back room.

He has clearly been crying for a long time.

"Dr. Erskine said that the serum wouldn't just affect my muscles, it would affect my cells. Create a protective system of regeneration and healing. Which means I can't get drunk. Did you know that?", He sniffles.

"Your metabolism burns four times faster than the average person. He thought it could be one of the side effects.", Peggy says picking up a nearby chair and taking a seat.

"It wasn't your fault.", She says after a moment of silence.

"I don't blame you for her death.", She whispers.

"Did you read the report?", He asks.

"Yes."

"Then you know that's not true.", He says avoiding eye contact.

"You did everything you could.", She still gets no reaction from Steve. He is numb.

"Did you believe in them? Did you respect them?", She asks.

He looks to her with puffy eyes.

"Then stop blaming yourself. Allow them the dignity of their choice. They damn well must have thought you were worth it.", She says, tearing up.

"She shouldn't have even been there."

Peggy looks at him.

"Rebecca. She wasn't supposed to even be there. But I couldn't argue with her, and now she's dead. Because I'm too big of a coward. I just didn't want to lose her to an argument, and now... I've lost them both.", Steve is tearing up again.

"Your not a coward, Steve. Your in love. And love makes you do crazy things. Not wanting to lose her, is just you being in love.", Peggy explains.

"I'm going after Schmidt. I'm not gonna stop until all of Hydra is dead or captured.", He says.

"You won't be alone.", Peggy assures him.

"He gets across the Atlantic, he will wipe out the entire Eastern Seaboard in an hour."

Steve is sitting in a chair. He's looking at a paper before he drops it on the table in front of him.

"How much time we got?", One of the soldiers asks.

"According to my new best friend, under 24 hours."

"Where is he now?", Another soldier asks.

"Hydra's last base is here.", Colonel Phillips points to a spot on the map,

"In the Alps, 500 feet below the surface."
