Basically, instead of being on the inner-hand it will be in the outer-hand and can be accessed by double tapping the center of the circle that was seen on the previous detail.

This may take a little bit to explain, but when holding your hand into a fist in a short period of time will signal the mechanism (once you open your hand) to shoot out a blast of ice. This can be used to block off pathways, make roads harder to drive on, or to protect certain people.
