Every day, if both you and Levi had a ton of work, you two would mostly be exhausted. Levi would be the workaholic type, while maybe you're the carefree and more free to do what you want type.
If you were the person to start the hugging first, then I don't know about that... I feel like you WILL have to make sure that Levi is free, or else...

Don't complain if you're busy, because this may be the only time he is free for hugs. (;-;*)
BUT (yes, I will bring out a but in this) If there is a day where you might have a bad day at work, then maybe Levi will let this slip just this once, the next day don't expect him to give you another cuddle session. (Only for the UNLESS days... Ok???)
Anyway, I can imagine places where you two might cuddle, perhaps before going to bed, being on the couch, on the ground (Like maybe you two might be in a private park or something like that?) Etc.
If you start the hugs, Levi might be like "I'm busy right now y/n, maybe later"
If this comment hurts you I feel like he might give in, If not, and you understand the given situation, then maybe you might try later.
If Levi still says he's busy, then... Don't let go of him I guess, just be persistent... That's all I can say...
