West Virginia was hit by the worst storm in recorded history, with multiple reports of tornados, floods and power outages.
The Federal Emergency Management Agency (FEMA) was called in to respond, coordinating local forces to evacuate the residents, drawing out safety regions and setup shelters. Volunteers from all over the nation showed up for support, arriving in whatever transportation they could use after the airports shut down.
Chloe, following the Pittsburgh team led by Doctor Arroway, brought forty-two volunteers on a bus, arrived the Southern Nicholas County with food, clothes and medical supplies.
They were called under a big tent for arrival briefing, along the way they were joined by other volunteers, each wearing colors of their representing flag, with sew on badges or markers written their origins: Washington, Cincinnati, Atlanta and more. Doctor Arroway and his team were in windbreakers of black and yellow, with reflective banner across the back that said "PITTSBURGH".
The briefing area was empty but a map on a chalk board, on it appeared what looked like a target, with red in the center, a yellow outer rim, and a bigger border of green.
The FEMA staff was a man of forties, began the briefing without introduction or welcoming speech. There was no time for formality.
"Here's where we are, the Green Zone." the FEMA staff pointed at the bottom of the big green circle. "The storm has expanded two hours ago, moving south, pushing us now fifty miles away from our previous base. The Yellow Zone is strictly for enforcements only. You DO NOT enter the Yellow Zone. We don't want to rescue more than we have to."
The staff then moved his hand to the red center waiting for a question, but having seen what was on the news, everyone was too afraid to ask.
"The Red Zone." he continued. "Is Ground Zero, it is now under a severe storm and floods. We have sealed off the area completely."
"Survivors?" Chloe interrupted.
"We have set bases at the south, west and north side of the Green Zone. Your tasks are to support our staffs at the shelters." the man answered to everyone. "Remember, this operation is running under FEMA, we have protocols to keep our jobs efficient. You have already showed your heroism by being here. Do NOT do anything beyond the tasks you are given. Do NOT try to be a hero going out there. And definitely DO NOT take risk at any cost. Every one enters the restricted zones adds additional task to the operation, and away from those whose lives depending on us. Do I make myself clear?"
"Yes, Sir!" everyone replied firmly.
