Kieyla Jenn, daughter of Watcher Two Shara Jenn, was genetically modified to be the ideal agent. At the startling young age of 17, she was given the codename Cipher Nine and sent out as a stealth operative to take down enemies of the Empire.
When she was 20, Cipher Nine uncovered the nefarious plots by the Star Cabal to manipulate the galaxy, and within two years, Cipher Nine had taken down their entire operation with the help of her crew. Instead of dissolving the Star Cabal, Cipher Nine took the legendary Black Codex and spent the next fifteen years restructuring the entire organization into The Undercover Galactic Agency – her network of TUGA Spies. At the age of 37, Cipher had eyes and ears embedded in every corner of the known galaxy, and she was at the helm of it all.
Instead of actively pitting the Empire and Republic against each other, the TUGA Spies became a shadow in the galaxy, watching and observing everything of interest. If someone needed to disappear, the TUGA Spies would step in and offer to use the Black Codex to erase all records of their existence if they agreed to join the network. If they refused to join, the Spies would eliminate them to ensure the network remained a secret. Their goal became to maintain and preserve, and any threat that put that balance at great risk was eliminated.
Two years before Kieyla became Cipher Nine, on the planet of Nar Shaddaa, Sith Lord Derrik Davire and Jedi Knight Marialla Markon had their first daughter – Seyje. Just over a year later, the couple had their second daughter, Saiyah, and then two years after that brought the twins Valari and Vedma. As a relatively neutral planet, the two Force-users were able to take advantage of Nar Shaddaa's turmoil to hide their family. Both Derrik and Marialla were field operatives and could be away from Tython and Korriban for long periods of time without it looking suspicious.
All four girls showed strong affinities to the Force at a young age, strong enough that they tried to lift each other in the air as toddlers. As excited as Derrik and Marialla were for their daughters, they started to worry that they wouldn't be able to hide the girls much longer. When Seyje was 7, Saiyah was 6, and the twins Valari and Vedma were 4, the family stronghold was attacked by mercenaries. Derrik and Marialla were able to ward them off long enough for their daughters to escape, but the mercenaries overwhelmed them. Marialla was killed while Derrik was captured and brought to the Sith for execution.
Orphaned and on the streets, the Davire sisters took refuge in the lower levels, but the four of them could barely survive. It didn't take long for them to be picked up by a faction of the Nar Shaddaa Labor Alliance, the top slavers guild in all of Hutt space. The girls were fitted with shock collars and treated as nothing more than disposable minions. For five years, they lived in hell.
One day, the Labor Alliance was busted into by an SIS strike team seeking to shut down the operation. As soon as the attack began, Vedma was snatched by a gang thug who escaped and left her as a slave to Vaarko Tiyai. Seyje tried to pursue him, but had a run-in with Lord Veshta, who could sense the girl's connection to the Force and took her to Dromund Kaas. Saiyah was the lucky one found by the SIS, and after a brief display of her Force Powers, they took her to the Jedi Council on Tython. Valari hid in a shipping container that took her to Taris where she was found by Doctor Ianna Cel.

This is as far as I had planned in terms of how each of the four sisters became separated and fell into a different role in the SWTOR galaxy.
At the start of their storylines (in terms of in-game lore):
- Valari and Vedma have forgotten about their siblings after all the trauma they go through
- Saiyah's memory is hazy at best but she knows she has family out there somewhere
- Seyje retains memories of all her family membersAfter their respective missions bring them to the planet, I imagine the siblings would recognize certain areas of Nar Shaddaa and they would each react rather differently.
- Vedma despises her sisters and blames them for the life she spent as a slave
- Valari has no interest in reuniting with her family since she's been just fine without them
- Saiyah wants to find her sisters
- Seyje is hesitant to find her family again, but does want to see themIn terms of meeting again:
- Seyje and Vedma meet briefly on Dromund Kaas
- Saiyah and Valari meet briefly on Coruscant
- Seyje and Saiyah reunite on Alderaan
- Vedma and Valari have a heated reunion on Tatooine
- All four sisters reunite on Voss before heading into battle with each other on CorelliaLong term:
- Vedma is killed by Saiyah during the Assault on Tython, but due to a ritual she had performed earlier in life, she is able to be revived by her cult on Nar Shaddaa using the same artifacts that Zash attempted to use on her. She is later killed for good by Vaylin.
- Valari falls victim to Vitiate's ritual on Ziost; she is planet-side when he consumes all life, attempting to control the Monoliths
- Seyje becomes the Alliance Commander; she aligns with the Empire on Iokath, initially intending to return home, but later decides she is going to sabotage the Empire from within and secretly aligns with the Republic
- Saiyah becomes the 2nd in Command to Seyje and is referred to as Battlemaster; she is aware of Seyje's true Light side alignment, and works with those in the Alliance who are from the Republic to assure them they don't need to worry about their home being crushed to dust
