You have stumbled onto the right story my friend! To dedicate a chapter you must:
Step 1: Follow the User you wish to dedicate the chapter to.
*You can only tag a user in a part of your story, if you are their "Follower" on Wattpad.
Step 2: go on your story and click: "@" then type the username you wish to dedicate the chapter to and voilà! Haha.
