Hijikata was patrolling the hallways after school.
'Spring has come and the students seem to be more lively,' he thought, furrowing his brow. "... I must stay more alert." His eyes widened slightly and his pupils constricted as he spotted his first rule-breaker. "Over there!!!" he shouted at Sano, who was running full speed down the hall. "Don't run in the hallway!!!" he shouted, pointing at him.
"Sorry, Hijikata-sensei!!" Sano called as he disappeared around the corner without bothering to stop. "I'm just in a bit of the rush!"
"Really, where is the discipline..." Hijikata said, frowning with his brow furrowed, a little disgruntled. Sano was setting a bad example for the students. He was startled when he noticed another troublemaker.
"Haahh!" the principle said, swinging a wooden sword over and over again for practice.
"SCHOOL PRINCIPAL!!!" Hijikata yelled, rushing over to scold him. "What on earth are you doing in the corridor?!!!" he demanded incredulously with a vein throbbing on his head.
"I... uh... I'm very sorry!" Kondou said, flinching a little in surprise. "It's just that I feel my body is a bit out of shape."
"Really, Kondou-san... you are..." Hijikata said, holding a finger to his temple. He noticed yet another troublemaker and pointed his finger at Shinpachi, who was circling something in a newspaper. "Over there! Don't go making horse racing bets in the middle of the corridor!!!" he snapped at the man with a vein throbbing on his head. Shinpachi, who had earbuds in his ears, showed no reaction to the scolding.

Once he had sorted the others out, Hijikata made a new sign with a list of school rules.
1) Must not run in the corridor.
2) Must not practice kendo in the corridor.
3) Must not make horse bets in the corridor.Hijikata stood there trembling while holding the roll of tape he had used to put up the sign and the marker he had written the rules with.
"Why can't discipline be maintained!!!!" he erupted furiously, frustrated. "Plus, it's all the teachers who are committing the crimes!!!"
Another hand holding a calligraphy brush painted a new rule on the sign.
4) It is prohibited to shout loudly in the corridor.
The wielder of the brush was none other than Saitou.
"Hijikata-sensei, we have received complaints from students," Saitou stated.
"Saitou..." Hijikata said, deflating. "... You really take your job seriously..."
At that moment, Okita appeared to catch the dismal expression on Hijikata's face with his phone's camera.
"Don't you have anything better to do?" Hijikata asked Okita. "What about kendo club?"
"I'm on my way there," Okita said. "I just had to go to the bathroom. Heisuke and I are going to invite the girls."
"You think they'd be interested in that?" Hijikata said skeptically.
"One of them already has the skills to hold her own against me," Okita said.
"Really?" Hijikata said, surprised. "Against you?"
"Right? I figured we should take her to meet Kondou-san," Okita said.
"Good luck with that," Hijikata said.
Meanwhile, Heisuke was walking with the girls through the halls.
