Hellhounds are a private military company. Founded in 2013, the company aimed to put reliable private contractors on the map that US forces could rely on. The primary group of personnel at the time were a mixture of ex-US Army, Seals, and a majority being Marines. Allowing a closer home grown defensive group that old and new soldiers could cooperate with easier. If military personnel were unfit for combat deployment for some reason then the Hellhounds were the next best thing.
Training involves rigorous Basic and Advanced training courses that take place over the course of one year while providing better pay than recruiters could offer. This allowed for larger army units to be fielded and it created a connection of seeing old combat buddies in the field without having to wait for them to return home again. It also created the opportunity to cover their fellow units in operations leading to an increased survivability chance on both sides.
The primary purpose was to create a cheaper and yet more equipped military that could be hired for large scale operations. Thus creating a task force that NATO and in general the UN could send into volatile situations without the backlash of sending personal troops in.
The secondary purpose began later on as an attempt to decrease the amount of veterans unable to adapt back into civilian life. The company knew no one coming back from war could ever completely return to normal life. It was impossible and unforgiving to just assume soldiers could forget the horrors of war and return to their families. Aside from enhanced pension plans set to reduce or even eliminate veterans becoming homeless upon returning home; courses and therapy sessions became widely available to those seeking help.
Veterans whether part of the company or not could sign up for these free sessions to better adapt back to the lives they once had. New brotherhoods formed through these renowned therapy courses and veteran homelessness and suicides had dropped significantly as a result.
PDI Act of 2016 Privatized Defense Initiative Act

The "Privatized Defense Initiative Act" of 2016 was a key regulation passed in congress to allow the facilitation of PMC contractors or just Private Security in general to grow larger. Due to growing discontent within the nation to join the armed forces and others unwilling to because of lower pay and benefits. The Act was designed to supplement US forces with those willing to fight because of pay that they couldn't provide. This has allowed private contractors to assist US forces in large scale operations since the current military due to manpower needs has grown to be more specialized in nature.
Tax breaks for newer companies have been issued to further complement growth. Other rights have also been added to both reduce government interference and stress that they must deal with. As a result, PMCs can offer asylum to foreign combatants and refugees. Combatants that choose to fight for the United States of America can apply for citizenship and refugees can travel to safety easier because of this act as well. Combatants must stay with the company that offered them the deal for a minimum of 8 months before choosing to leave and choose a life within the USA as a citizen.
