Hela's reveal and prophecy

Before the chapter starts I want to clarify to some people how issei was able to reincarnate hela a full goddess it's common knowledge that godly being cannot be reincarnated with evil pieces or brave saint cards but in this story I made the dragon pieces able to reincarnate even godly being but there is a catch the level of the people who reincarnate with the piece should be equal or low in strength with issei.

" Sorry Albion I don't mean to berate your lord and now that you tell I couldn't picture ophis and great red as dragon god's compared to bahumat those two doesn't have any values other than power to show them as dragon god's" vali lost a bit of respect towards ophis and great red after hearing about bahumat if bahumat was still here he would change his goal to defeat a fully qualified and dignified dragon god like him over those two dragon who doesn't even acknowledge their own race.
