About three weeks have passed since the U.S.J incident, and Rock has always had Wily in the back of his mind, that is, until one day, before lunch Izuku informs Rock about the upcoming U.A Sports Festival.
"It's an event where we can show our strengths to Pro Heroes looking to hire us!" He explains happily.
"Hm." Rock notes. "When is it?"
"Three days!"
"WHAT?!" Rock shouts. "Three days!? How long have you known about it?"
"Since last week..." Izuku trails. "I didn't tell you because I thought you wouldn't care."
"It's fine, Izuku, I don't know if I'll be able to wait that long!"
"Yeah, you're right!" Izuku laughs, but suddenly, they're intercepted by All-Might, who asks the duo to have lunch with him.
Upon reaching the lounge, Toshinori reveals that he can only hold his Hero form for about fifty minutes, which saddens Izuku.
"Cheer up, young Midoriya! You'll be able to take my place soon enough, speaking of, how is your progress with One For All?" Toshinori asks, and Izuku explains how he's getting a bit more of a handle on his Quirk.
Toshinori then turns to Rock.
"And you, young man, have you obtained any information on Dr. Wily, outside of the broadcast he gave?"
"None. I haven't heard anything from anyone back home, either. I've tried contacting Dr. Light, Proto Man, and even Bass, all I get is static. How has it gone with the Robot Masters?"
"We managed to capture one, he looked a little like you with your armor, a red and gray palette, a red and white shield, bulky wrists and boots, a black visor covered his eyes, yellow scarf. He said he was looking for you, but before we could explain, he broke out and left." Toshinori says.
Rock seems to think for a moment, counting the details on his fingers, he then stops. "Are you alright, Light?" Toshinori asks.
"That wasn't a Robot Master, at least, not a hostile one." Rock states. "That was my older brother, Proto Man. He must've come to the Gear Fortress' ruins looking for me."
"I see, so our goal is to find Proto Man and bring him to you. I wish you luck." Toshinori notes, dismissing the two.
Two days pass, and the Sports Festival finally arrives, and a Pro Hero by the name of Midnight explains the event's phases. A four kilometer Obstacle Race around the stadium, a Cavalry Battle, and a Duel Tournament.
"And the Obstacle Race starts... Now!" Midnight yells as students attempt to cram out of the doors. Shoto Todoroki freezes a horde of students to the ground, making it out first. But Mega Man avoids using a well-timed jump with Speed Gear active.
A Zero-Point robot appears in front of the students, and while Shoto freezes it, Mega Man destroys it with a burst of Crash Bombs, as the robot falls, Mega Man grabs a steel plate and carries it under his arm, he catches up to Katsuki and Shoto as they enter a minefield.
'Here goes!' Mega Man mentally cries, putting the steel plate in front of him.
"DOUBLE GEAR!" He yells, as a white, alongside blue and red aura surrounds him. He throws himself into the air and onto the plate, riding it like a surfboard. Shoto and Katsuki look up in shock at Mega Man as he slams himself onto a mine, sending the other two students tumbling a few feet back, and launching himself forward. Just as his Double Gear overheats, he crosses the finish line, grinding to a halt.
He begins to let off a few sparks and a bit of steam as his eyes bug out slightly. After about half a minute, Izuku passes in fourth, and immediately notices the overheated Mega Man.
"Rock! Are you okay?!"
"Ye-ah, j-us-t ove-r-wor-ked my-se-lf." Mega Man stammers, his eyes bugging out more. "Gi-v-e me a f-ew mi-n-ute-s to co-ol d-o-w-n."
"The Cavalry Battle's starting in a little bit! You can't fight in your current state!" Izuku cries,
"Th-en ta-ke m-y pl-ac-e. I'll b-e f-i-n-e. G-o!" Mega Man says, handing Izuku a white headband, reading 10,000,000.
"TEN MILLION?!" Izuku shouts.
"Go-od l-u-c-k." Mega Man wishes, and wraps the headband around Izuku's head.
"Alright, everyone!" Midnight announces. "Teams have been formed! In the top slot is Team... Midoriya? Hold on a second, this can't be right..."
"Yes it is." Izuku explains. "Rock Light is in no condition to face this event, and has given his place to me!"
"Okay then... But if you loose, both of you will be eliminated." Midnight says, and Izuku agrees to the terms.
A/N: Insert the show's game here because I got lazy.
The game ends, and after a whole roller-coaster of events, Team Midoriya barely scrapes by in fourth, winning the game, allowing Mega Man, who had recovered from his Double-Gear overheating, to advance to the finals, a tournament battle.
A few students abstain from participating, stating how they didn't see themselves fit to partake in the tournament. Leaving the final bracket to be the following:

While Rock had no clue who he could be fighting, he decided not to think about it, and instead watch Izuku's bout with Hitoshi.
The fight begins, and almost immediately Hitoshi insults Izuku about Mashirao Ojiro, someone who had abstained from the finals. Izuku fires back, defending Mashirao, but stops dead in the middle of the arena, his eyes glazed over.
'That must be Hitoshi's Quirk...' Mega Man thinks to himself as Hitoshi tells Izuku to walk out of bounds, which Izuku complies with.
"Come on... Come on..." Mega Man quietly mutters, as Izuku is about to step out of bounds, he slows down and activates One For All in his fingers, regaining control of himself.
Hitoshi attempts to get Izuku to talk, but fails, as Izuku learned from his mistakes, he runs at Hitoshi and attempts to push him out of bounds.
Hitoshi punches Izuku in the broken fingers, but Izuku counters and shoulder-throws Hitoshi out of bounds.
The crows begin cheering, and Mega Man can see All Might nodding in approval.
Mega Man then steps into the arena to meet his opponent.
Midnight announces the battle, and Mega Man notices a cloaked figure jump from the walls and land in front of him.
The figure stands at Mega Man's height, and a small smile can be seen creeping onto their lips, a bulky, red hand emerges from under the cloak and throws it off. Mega Man looks on in shock as his opponent's identity is revealed.
Standing before him, is his older brother, Proto Man.
