Headcanon
It would make sense that Saudi Arabia would wear sunglasses, especially because of his climate, right? Along with other middle eastern countries, he wears sunglasses, but only when the sun is absolutely blinding.
America noticed that Saudi wears sunglasses much more frequently in world meetings than other Arab countries. He thought it was a good idea to steal it and cover his whole face up so nobody would know. He then proceeded to wear said glasses and sneak into a UN meeting. Well, it obviously wasn't a good idea and UN wasn't amused at all once he found out (America attempted to speak Arabic to try to fool everyone. You can imagine how that would go...) After that, UN made him do 6 months of community service picking up trash on Saturday and Sunday mornings at 3 AM. He knew America hated waking up early which would very much piss him off.
During those 6 months, Saudi, who was extremely mad at America since that was his favorite pair of glasses, sent one of his cityhumans to throw bags of trash out so America would have many more hours of labour. In the end he never attempted to steal other people's sunglasses again.
