Lord Andrew Charles Howard II is the second son and child of Lord Anthony Christopher Howard and Lady Alexandrina Charlene Howard nee Stuart. He was born in October of 2305, and he was named for his paternal grandfather, Lord Andrew Charles Howard, and became his favorite grandson, as Lord Andrew Charles Howard II was very much like his paternal grandfather, Lord Andrew Charles.
Whereas his paternal grandmother, Lady Karissa had no favorite grandchildren and she couldn't keep count of her many grandchildren from 2295 until 2320 she had a number of 15 grandchildren between three sons and five daughters.
Lord Andrew Charles Howard III was raised in Lancaster Territory and would become his father's successor to the Dukedom of Lancaster Territory, but he would not become Duke but Duke Regent for his son, Lord Charles Andrew Howard III, who become Duke of Lancaster in 2340 after he married his second cousin, Lady Victoria Elizabeth Howard in 2339 and when they had their first child, a daughter, Lady Karissa Elizabeth Howard in 2340.

Lord Andrew Charles Howard II was adored by his paternal grandfather, Lord Andrew Charles and he made sure his namesake would be well provided for upon his death and he inherited his Dukedom of Westminster Territory, and he became Viscount of Fairfax County on Star Base 12. as Lord Andrew Charles Howard realized that his son, Lord Anthony Christopher favored Lord Alexander Andrew Howard and his son doted on his great-grandson, Lord Andrew Charles Howard III, over his own son, Lord Andrew Charles Howard II.
It was no secret that Lord Andrew Charles Howard favored his two great-grandchildren, Lord Andrew Charles III and Lady Victoria Elizabeth who looked very much liked him as did as his first great-great-grandchild, Lady Karissa Elizabeth Howard and Lady Karissa's Howard-nee Lowell's great-great-grandson, Lord Kevin Thomas Riley V, resembled his paternal great-great-great-grandfather, Lt. Kevin Thomas Riley and he was the great-grandson of her daughter, Lady Caroline Matilda Carey who was Lady Karissa's second husband, Lord Richard William Carey.
Lord Andrew Charles Howard II lived until 2380 and died at the age of 75 years old and was succeeded by his daughter's son, Lord Frederick Andrew Howard who was born in 2350. and he governed as Duke of Westminster Territory and Viscount of Fairfax Territory until 2370-2420.
