Snowball studies a lot of books and makes a lot of plans while Napoleon doesn't provide plans, but he says that Snowball's plans will come to nothing. Soon, Snowball suggests that the animals should build a windmill, even though it will cost a lot of work, the animals' lives will be better and easier. On the other side, Napoleon thinks they should focus on food production, or else they will just die before the windmill is even finished. A few days later, when the animals are going to vote for Snowball's or Napoleon's plan, Napoleon interrupts with a weird squeal. And suddenly the nine dogs run out of nowhere and start chasing Snowball. Napoleon kicks Snowball out of the farm. Napoleon announces that he will cancel their Sunday meeting, and the farm will be settled by a special committee of pigs led by himself, also, Napoleon tells everyone that they are going to build a windmill. When other animals question him, Napoleon lies and uses the nine dogs to scare them.
