There leader we met before since embers attack her name is empress. She was the one that is behind all this. These blues have already messed with time & space perhaps opening dimensions to whatever world.
One of them is where ash & ember came from. Shinano also mentioned about meta ship girl faction. I still think of them as enemies but ash & ember are different.
