Is Purple Guy the same as Phone Guy?

No. I don't think so because Phone Guy dies in the fifth night of Five Nights 1. I'm pretty sure Purple Guy dies the end of Five Nights 1 or the beginning of FNaF3. Also, Phone Guy seems to genuinely surprised that somebody killed the kids for it to be him. I actually really like Phone Guy xD
Oh but aha! Phone Guy, as we know, died in FNaF1. He was supposedly killed by Freddy/Goldy. He was stuffed into a suit. But PURPLE GUY didn't get stuffed into a suit. He ran from the angry spirits of the children and willingly jumped into Springtrap and the springs and locks killed him. PROOF xD

Yes. I think they're the same person. One, the Purple Guy, or Vincent, dies at what appears to be the FNaF 1 restaurant, or at least I think it is, but we know Phone Guy also dies in FNaF 1. I think for some reason, he went out of the office, still recording the message and went into the back room. The spirits could make the animatronic sounds for some reason, making us think an actual animatronic killed Phone Guy. Anyway, that's what I think but hey, it's only a- okay, I won't do the game theory thing. xD

I used to. But after doing some research I changed my mind. In the minigame where Purple Guy is supposedly holding a phone, it's really a tool he used to dismantle the animatronics. And as you know, Phone Guy died on Night 4 in FNaF1 (Though it is possible he faked his death, I believe otherwise). Once he dismantled the animatronics, he freed the spirits of the children (But he didn't know that would happen.) In the minigame in FNAF3, you are playing as one of the spirits and when you are in the room you see the other spirits and Purple Guy seems to have a look of shock/fear on his face as you chase him around the room. You can also hear rain drops in the background and see puddles on the floor. Purple Guy hides in the Springtrap suit. Then the rain seeps into the suit. Causing the spring-locks to snap shut. Killing him. :3

Yes I think they're the same person because in FNaF 1, Phone Guy reads you the guidelines of Fazbear's, probably giving you the worst advice in history. Of giving advice, I have no idea if that's a thing XD Phone Guy is deliberately trying to get the guard away from the pizzeria in case the guard is stuffed into a suit. Now as this is his trademark of murdering, the blame would fall on him not on the animatronics. Phone guy supposedly dies on the fifth night of FNaF 1, but Phone Guy could've easily programmed the animatronics to do so. As he did it back in 1987 when Foxy supposedly malfunctioned. Also, there is no sign of Phone Guy seeming panicked when the recording takes place.
Timeskipping to thirty years later though, we hear the recording by 'Phone Dude' saying that he found these old recorded messages. Where a employee dies by going inside a Springtrap costume, dying. And in the mini games the murderer dies at the end by going inside a Springtrap costume.
There Ya go, my amazingly bad theory XD
