The United Planets was severely weakened by the War against the ORF, but it's Military would still be projected to win another Galactic Conflict if it need be. The ORF Meanwhile, had it's Second Civil War where it tore through itself and this is where The Reaper, The Black Death, or Agent 077 if you would cal him, began his journey.
His ability to use his suit, by the way WHICH HE CAN CLOAK AND CAMOFLAGUE TO HIS SURROUNDINGS AT WILL came in handy when fighting in street and urban areas with densely packed rooms and people. He used his Military expierence to outclass the Tier System in just a few months.
They have a Tier System, and it goes from Tier 10 to Tier 0. Tier 0 means you are the largest threat in Galactic History, and Tier 10 was the newest newbies on the block. Cody was IMMEDIATELY put at Tier 2 when he started due to his danger level against others, but soon... he became the first man to be put as a Tier 0, or codenamed "The Unstoppable Force Category".
It was such a revelation that even Tier 1's feared him. They refused to spar with him due to how dangerous he was with a feather. He accidentally killed 5 people in a random bar in Onassis with A FUCKING FEATHER. Man did NOT care who was in his way, he killed those who tried to stop him and his mission.
Meanwhile, the Galactic Markets nearly crashed overnight after the War's end. The U.P. Stock Exchange was destroyed and had to be rebuilt after the War. The United Planets was still the sole superpower with mostly untouched Infastructure, but still stood as the beacon of hope for Democracy.
Cody still served under the U.P. Banner, but not under direct control of Military advisors. Many Divisions outright BANNED him from visiting, but they wouldn't be able to keep him from coming as he pleased... if he wanted to, he would, and there would be no stopping him.
