Just..exile, that's it. tommy's exile, to be more specific. maybe even a game of hide and seek between dream and tommy, some taunting about how dream can go back and tommy cant, occasional violence/punishment..yk, the works (:

also, side note:i imagine tommy with a smile scar on his neck and a few other places. this, in my headcannon, is either because of dream branding him as a constant reminder he's being watched, or literally carving it into his neck. either way, he hurts the wounds and makes them worse whenever tommy doesn't listen.
