Quirk creation allows Izuku to make any quirk he desires, he can even have OFA if he so wanted. They drawback on this quirk is that if he makes too many quirks, he'll get insomnia.
When he creates a quirk, he can give it to people, this quirk also allows him to take the villains' quirks, unless he's close with the said villain or villains.
When his quirk developed, Inko grew more power hungry than ever. She demanded that he made quirks and give it to the people that she brought over. Mitsuki Bakugou however, was not very happy about that and wanted to help the child. Her son didn't give two shits about him either.
Anyway, that's basically his quirk. This is why he hides it, claiming that he's quirkless. When he tries out for UA, the principle of the school and some others were overly curious about him, just something about him, made them want to protect him. Nezu, the principle of UA decided to do some digging into the boys past, seeing that he actually had a quirk and understood why he claimed to be quirkless.
Unfortunately, he couldn't find anymore information on Izuku, who's known as Izumi for now. He had a chat with him on the first day before school and told him that he knew his actual quirk and wanted him to stay after school to help train it. Izuku was hesitate at first but nodded, of course he messaged his mother and convinced her, telling her that she can even contact the principle to confirm it. Right before she did call him though, he told the principle to not mention that he knew of the quirk. Which, the principle agreed.
