Only works under the condition both people have an open wound, hers being self inflicted. • Blood Pact: Allows Kalloya to manipulate the blood of any living thing, ultimately allowing her to control their bodily functions. Only works under the condition that the target spills her blood first and the target's blood was procured by her blade.

I wanted to include this section for a bit of context.
The files from the Zoldyck Server are to provide information about Kalloya before she leaves home and quite literally disappears. After she leaves for the Hunter Exam, the Zoldycks can't find her. (In reality, they probably would be able to but let's pretend.) The single mission report is to show that she has prior history with the Phantom Troupe. This will be important.
The file from Hunters' Tavern is to provide information about Kalloya at the time of the start of the story (circa 287th Hunter Exam). During this time, she has changed her name (for obvious reasons) and works as a virus hunter. Since she can manipulate blood, she quickly becomes a single-star hunter. The Hunter Association doesn't know her true identity because hardly anyone knows what the Zoldyck family looks like.
Also, Kalloya is very much still unhinged. Just because she didn't want to be an assassin and questions her morals, doesn't mean she is a good person. She left home because she wanted to try to be something more than an assassin (basically like Killua). She decides to study blood/the body to see if there is a gene that makes certain people more blood thirsty. She is basically looking for a biological reason that her first instinct is to kill. But, eventually, she will reprise the role of assassin.
