Appearance: Smiley stands at an impressive 7 foot tall. H has a most notable wide, toothy grin along with a white bowtie, and a pair of gloves that closely resemble those of other cartoon characters like Mickey Mouse, each possessing two black buttons. Overall, his appearance was similar to that of a 1930s rubber hose cartoon character.
Personality: Smiley has a goofy, fun-loving personality, however, he is shown to be extremely intelligent and cunning. He gives the first-impression of a good-natured and charming man, wearing a permanently wide toothy grin on his face at all times. Although he is a devil, he is kind and reassuring, but becomes eerily serious at abrupt moments.He is very friendly with humans he occasionaliy likes to cause some mischief though his jokes are never mean-spirited. As his devilish nature would imply, he is quite unhinged and has rare killer tendences. He doesn't like making contracts with most humans as they do not fit his 'tastes'.

Powers & Abilities: The Cartoon Devil has many abilities, which has given them a reputation as extremely dangerous devil among all other devils.
As Makima states, he is implied to have shape-shifting abilities, typical of his 1930s rubber hose cartoons. Again, this makes him very dangerous to other devils as well, as he can defy the laws of physics like in the comics, making him stronger than most other monsters.
Killing him would be very very difficult. If not nearly impossible. Since he is a manifestation of a cartoon character, he can take many injuries and walk them off, because of the slapstick logic that he and other cartoon characters would follow.
Try to run him over? It would flatten him, but he'll just re-inflate his body.
Burn him? The ashes just cartoonishly reshape into his body.
Rip in him into pieces? Each piece would gain their own sentience to either keep pursuing their target, or just reunite to put themselves back together.
Weaknesses: Although the Cartoon Devil may seem overly overpowered he has his fair share of weaknesses. The more serious and unfunny a situation gets, the weaker he becomes. A notable weakness is that when he's in despair his powers are signifcantly weakened.
