With Daishinkan dead, angel law is no more. The angels were getting involved in too much. Some angels killed their gods to stop destruction from ever happening. Some lost their pure nature and no longer even looked like angels. Whirus was the strongest person that had ever been made, but now Whirus defused. Who was left? Who could rule? There was one person who could rule. One person who was powerful enough. Zalama.
Zalama was not a good guy. He made sure angel laws were abided by, but he did it with force. If an angel was to do something wrong, he would torture them for a month. He killed Zeno. Zeno's guards became his slaves. He was a tyrant. There was nothing anyone could do about it.
