As an SCP which is named unofficially as the human charger, Chargebolt is actually a very friendly SCP which will also immediately ask if they can help charge your phone. Hence the unofficial name human charger. While this SCP's character isn't harmful on its own, the ability it has is dangerous.
This SCP is a human like being which by all definition shouldn't be alive anymore. While it is unknown how this SCP is still alive, it can create a high enough voltage which goes up into the kW range. It is not to be taken lightly and can immediately kill a person without any delay.
For safety reasons, Chargebolt's cell is a hermetically closed room which discards any energy he may let out. Due to the high risk of getting killed by a wrong move, the SCP staff is only allowed to get into the room after putting on some special garment which makes sure there will not be any potential differences between them and the room itself. The floor of the room is as well grounded. This is all for safety reasons.
However as already mentioned, this SCP is a very friendly SCP and is willing to help out as much as they can. The consequences of using their ability too much makes them dumb quite in a literal way. Needless to say that they will not be left alone in such a case but instead they will be put in front of a screen where a projector will show a child series on it. It has a soothening effect on his mind.
