Somewhere near the phoneix territory there is Nekoshou territory which was given by devil High council as an apology but in reality it was given because devil High council doesn't want to ruin their relationship with youkai faction

The High council earlier wanted to give them area near the devil capital so that they can keep an eye on Nekoshou and can easily kidnap, influence or manipulate Nekoshou

But because of the constant demand of Nekoshou and the request of devil king Ajuka Beelzebub,

(formerly known as Ajuka Astaroth was A member of a branch family of the Astaroth clan, Ajuka is Sirzechs Lucifer's childhood friend and rival. Like Sirzechs, he was also an ace of the Anti-Satan Faction and became a Satan after the conflict between the Old Satan Faction and Anti Satan Faction came to an end. Sometime after being a Satan, Ajuka created the Evil Piece system to help replenish the number of Devils which eventually led to the creation of the Rating Game.)

The High council agreed Nekoshou's demand of area near phoneix territory because they can't refuse the request of DEVIL King Ajuka Beelzebub
Because he is a very important person in Devil society and has a great influence in it .

The High council also gives many rewards to the devil who saved Nekoshou's and stopped Nekoshou's massacre

Ajuka Beelzebub gives the title of UNTOUCHABLE FLAME because no one was able to touch that Devil in the whole fight against the branch house of the Naberius clan who wanted to create an artificial Super Devil (in hopes that it might help the Old Four Great Satans's kin return to power), which they trusted the task to their servants - a branch family of the House of Naberius.

Nekoshou's living their daily life after the village incident a few months back where a Nekoshou village the smallest part in nekoshou territory was invaded by slave traders ( mentioned in chapter:- Time skip 10 years later ) Nekoshou's started becoming isolated . They only interact and trade with devils and people of phoneix territory

At the centre of Nekoshou's capital city there is a huge statue of their hero who saved their entire race.

There are even books that tell about his sagas , his accomplishments , his views on life and death

there also is the very famous interview of that man
where one reporter asked that man
" sir what do you think will happen when we die "
He thinks for a second and said
" I know that the one who loves us will miss us "
Then another reporter asked him
"Sir what will be your dying wish like everybody has one that they wanna do before their death what's yours "
He smiled at the reporter and said
"My dying wish is that when death is in front of me and ready to take my soul I shall not fear death I shall welcome it with open arms along fire in my eyes and a smile on my face that's my dying wish "

like a God who always comes in
the time of distress and helps them

In their worst times where they are in great mental or physical suffering, such as extreme anxiety, sadness, or pain, or the state of being in danger or urgent need: emotional/financial distress he always comes and spread happiness among them , help them both emotionally and financially
