Jan Lievens, Dutch painter. He was closely associated with Rembrandt and most well known for portait paintings. This was his self portait done in 1630 when he would have been around 23. (since he was born in 1607)
I found him browsing through fuck yeah history crushes on tumblr. Reminds me of Jon Bon Jovi. He's kinda cute :)
