On a bright a sunny day in Academy City, a petite girl with chestnut hair stood, leaning over the bridge railing and enjoying a cold drink on a seemingly hot day.
A hand comes into view and smacks itself down onto the railing beside the girl, making her sigh. Several more heads begin to surround the teenager.
On the further side of the bridge, a women hanging out with another guy whisper back and forth to each other.
"Hey... It looks like those guys are bothering her."
"Yeah, should we call Judgment down here?"
The girl by the railings puts her drink down. "Here we go... Never a dull moment in this place. Lovely Academy City"

"Welcome to our amazing city! A thriving urban area with a population of 2.3 million residents, with around 80% being students!" A yellow school bus could be seen traversing the roads, inside a tour guide looking speaks over an intercom.
"The city itself is like a giant experiment, standing at the forefront of the scientific community. It's estimated that the technology being used here is 20-30 years more advanced than anything you'd find in the world today. Now then, could you tell me what the students are here to study?"
"Esper Powers!" A chorus of chirpy voices echo throughout the bus.
The tour guide lady nods happily. "Correct! This city has a tip top public safety system, so you parents will never have to worry about the safety of your precious children while they're here. Please rest assure that- AAAAH!!"
The bus gets knocked violently sideways, sending the standing tour guide to the floor where she looks around frantically. Looking out of the windows, the traffic lights were all blacked out. Something was happening.

"Damn! Nothings going right! Who the hell is that?!" A thug looking man hurriedly runs from something chasing him. He knocks over trash cans and cardboard boxes in his way, hoping to deter his chaser.
"Hold it right there punk!"
"Woah! Agghh!" The punk trips and falls over, smashing his face into the ground. He tries to get up but his face is smashed into the floor yet again by his unknown chaser.
"In the name of Judgment!" A hand grabs his arm and stretches it upwards, to the point where if it was stretched anymore then it would come out of its socket.
The attacker and chaser? None other than a teenage girl wearing a green armband on her right arm.
"Hah! You're the hoodlum they named in the alert aren't you? Today's just not you're lucky day is it?" She taunts the man under her who was still struggling.
She pulls outa pair of handcuffs and secures the man to the closest pole nearby and leaves the man for the authorities to get. Right now she had more people to deal with.
As the girl runs she holds a hand up to her ear. "This is Kuroko Shirai, I've just captured one of the one of the remaining criminals. Uiharu, where are the next two?" The girl named Kuroko speaks into the earpiece.
Back in a dark office, Uiharu sits behind multiple monitors, typing away and managing surveillance of the area, seen from the multiple screens of CCTV footage on the screen.
"Take a left at the end of the alleyway, and another left 5 meters after that." Uiharu instructs.
Kuroko sprints into the alleyway and comes to a screeching stop. "Halt in the name of Judgment! We've been alerted to your criminal activities, come quietly or I'll be forced to-"
