As soon as you have a story with a plotline, you can start building your Characters. Women, man, gender neutral people or whatever your heart desires.
Start with basic information like name, gender, looks, personality, whereabouts, religion, nationality (of real or fantasy countrys).
When you did so, think about there storylines. Make sure, that every character, that has a name, has a well thought-out storyline.Make the characters as relatable as possible. The readers need to love and/or adore them...and be sad if they die, get hurt or have any emotional problems.
Give your characters personality treats that are relatable as fuck. Problems, mental or physical illnesses, stress, rivals and a lot more. (You can ask me for ideas).
Don't make your characters to miserable. Give them something to fight for. A will to live (or not if you write a story about suicide), friends and Familie (or not) and a lot of fun moments (not to much....just joking).
There doesn't need to be a hero and a villain. There can also be two villains or two heros.
Make one or more really likeable characters the „bad guys" with a motivation, that is more that the pure evil. Maybe they don't need to die in the end. They could see there mistake and change sides or kill themselves because of it.
Interesting Characters (good or bad) make the story working. A character without a personality is nothing but hella annoying. Good characters are the heart of all books.
