The 3rd army uses the money gained by stealing from the GOC to purchase all the needed supplies but then they erase the memories of those they buy from then take the weapons without paying them. They are led by the Merchant Founder but the Founder talks with them via pshycic abilities as they are the smallest army as they are just mostly in the shadows gaining supplies for all the armies.
