The 4th army is the naval force for The Helpers as they focus upon keeping watch of all the oceans. They also take amensitcs from SCP-3000 but that was only when The Helpers run low on the 100k amnestics they keep in storage at all times but is not their highest priority unless it is below 20k. They make their own ships to keep us from being too involved in the market as it could potentially alert the Foundation of their existence and compromise The Helpers. They have parts of The Helpers inside of the Chinese navy which is the single reason why they are expanding so that they can have an excuse for some materials in transports to go 'missing' for additional resources.
