Amongst the nobles soon as their daughters or sons turn 16, they have a ball to help pick suitors since they are now of age to marry.
However due to laws put in place by the past queen, it has to be their choice and the parents cannot force a wedding. If a wedding is forced the nobles can be heavily taxed. However this doesn't change the fact that some marriages are without someone's will still. And the nobles make it hard for their children to speak up. Because people are shit.
Anyone can go to the ball to try and court the other. Even non nobles. Most of the time for political reasons, however occasionally it's due to knowing the person for years and finally being able to become official in the eyes of the family. And since it is a very public event, it looks bad if the person picks someone from the ball then is suddenly with another without explanation. This makes it harder for parents to force a marriage since it is talked down upon a noble with a commoner, however entire families can be shunned for forcing a marriage. Causing nobles to lose social standing.
