Goku realized that he needed to bring in more powerful warriors to ensure Universe 7's victory in the Tournament of Power. After careful consideration, he decided to approach Cell, the powerful bio-android who had once been his enemy.

Despite being initially hesitant, Cell eventually agreed to participate in the tournament after learning that he would be able to temporarily leave Hell. Upon arriving at the arena, he made it clear to Goku that he was only agreeing to a truce with Universe 7 and not becoming a trusted ally.

During the tournament, Cell proved to be a valuable asset to the team, taking on some of the toughest opponents with ease. However, his arrogance and thirst for power often caused tension among his teammates, particularly with Gohan.

During the battle against Universe 3's Anilaza, Gohan found himself fighting alongside Cell. Although he was reluctant at first, Gohan realized that he needed to put his differences and his hatred for Cell aside to take down their opponent. Cell, impressed by Gohan's strength and tenacity, began to respect him as a worthy adversary.

As the tournament progressed, it became clear that Jiren, the strongest warrior from Universe 11, would be their most challenging opponent. Goku and Cell teamed up against Jiren in close combat, while Android 17 provided support from the back. Despite their combined efforts, Jiren proved to be too powerful for them to defeat alone.

In a last-ditch effort, Goku and Cell gave their final push against Jiren, using their combined efforts and energy to eliminate him. However, in doing so, they sacrificed themselves and all three warriors are teleported back on to the stands where teams from Universe 7 and Universe 11 are sitting, leaving only Android 17 standing as the winner for Universe 7.

As the winner, Android 17 was awarded one wish from the Super Dragon Balls. He used his wish to restore the erased universes, bringing back all the warriors who had fought in the tournament. In recognition of his contributions to the team, Cell was revived by Whis at Beerus' orders caused by Gokus' annoyance, he felt grateful for a second chance at life. He saw it as an opportunity to continue his quest for ultimate power and to have a rematch someday with Goku and Gohan, showing the two what the perfect being can accomplish.

Although he didn't become a trusted ally and friend with the Z Warriors, Cell left the tournament with a sense of satisfaction, knowing that he had proven to be one of the strongest warriors in the universe. From then on, he continued to pursue his goal of becoming the perfect being and ultimate warrior, making sure he is one step ahead of everyone else.
