People have started using Radianite to power cities 10 years ago, after the First Light. Some have gained abilities from the Radianite. The agency is getting used to it. Ranpo is eating snacks, Dazai is messing with Kunikida, it seems like a great day. Kunikida decides to watch the news, it read:

Dazai got curious, he stopped messing with Kunikida and looked at the news.
"That's a lot of lives lost, how can we deal with this?" Dazai looks back at Kunikida.
"They're probably some terrorist organization made of Radiants and ability users, what do you think, Ranpo?" Kunikida looked at Ranpo, who was still eating his snacks.
"They're definitely Radiants, or they're really agile and fast. But the explosion isn't normal, buildings don't just float after an explosion."Ranpo continued eating his snacks.
"I can use my ability to find their identity, but what can we do? That happened in Italy."Ranpo said, as he ate his snacks.
"Still, you have to use your ability to solve this." Kunikida responded. 
"Alright, but you have to buy me some lollipops after this." Ranpo stood up, pulled out his rectangular glasses.
"Ability: Ultra Deduction." Ranpo put on the glasses, and after a few seconds, he spoke.
"The woman's name is Sunwoo Han, she's from South Korea, and the man's name is Jamie Adeyemi, he's from the United Kingdom. They're Radiants, the man once burnt down his college, and the woman once created a tornado. It's unknown if it was done on accident or on purpose." Ranpo put his hands on his hips.
"You owe me some lollipops!" Ranpo grinned.
"We have their identity, where is their organization located?" Kunikida gave Ranpo a few lollipops.
"My ability can't figure it out, but I suspect it's on a remote volcanic island hidden from the media. But my ability can find out their leader." Ranpo took the lollipops.
"Their founder and leaders are an American man named Liam Byrne, an American woman named Sabine, and another person, my ability can't find out his name. But I'm sure he's an American too." Ranpo looked a bit confused, he couldn't find out the man's name. It's like he didn't exist.
"Do we try to find their location?" Dazai asked.
"We can try, but we should get help from the Port Mafia. They're good at finding people." Ranpo responded.
"Seriously? I thought the alliance was temporary." Dazai looked at Ranpo, it's clear he doesn't wanna work with Chuuya again.
"Well, do we have a choice? My ability can't find their location, so we need to get help." Ranpo looked at Dazai, teasing him.
"Alright, fine.. We should ask the president though." Dazai responded.
