"Beelzebub is also identified in the New Testament as the Devil, "the prince of demons". Biblical scholar Thomas Kelly Cheyne suggested that it might be a derogatory corruption of Ba'al-zəbûl, "Lord of the High Place" (i.e., Heaven) or "High Lord". In Arabic translations, the name is rendered as Baʿl-zabūl"

The devil is a misunderstood person, his intentions are misunderstood.

The devil doesn't care for mortals, so why does he care for George?

George is a mortal, Dream (or Clay) is the Devil. Well, beezlebub.

Clay isn't allowed to roam the mortal world, but he does so however to see his mortal he's become interested in.

When he brings George to his own land of Enflame, they quickly realize that George isn't meant to be the ruler of Demons. Or Angels.
