Rei has always had a soft spot for Haunted Attractions. When kids come and ask her to make a massive attraction of the shrine and it's many buildings and land environments she's bought for her and her wife and family. She brings Usagi over to talk about plans one that all the reformed Villains and other scouts would love to do for the spooky holiday. Show their true selves without anyone knowing that's what they really are. It's going to be spooky fun and also become a tradition they all will love to do over and over every year.
